Canon (Although rather ooc as well, as he was never technically introduced in the show. But we all know he was there! Right?)

Job/Occupation: Sniper and Chief of Staff for Jim Moriarty
Appearance:
Sebastian would make an imposing figure were you to run into him in a dark alley, (which actually happens more often than not). Standing at 196 cm, and well muscled, he could easily take most men on in a fight. However, he generally prefers to take people out long distance, as shown by his ever present sniper rifle. He keeps it in an inconspicuous backpack that is always at his side. He also has at least two more easily accessible shotguns at all times.
Seb's tousled dirty blond hair does nothing to soften his impassive face and chiseled jaw. He sports several long scars across his left cheek from an unfortunate run-in with a tiger. Of course, the tiger made off even worse. It lost its life.
There is no cruelty beneath Seb’s icy blue eyes- just a cool mixture of intelligence and indifference.
Seb's clothing matches his tough appearance. His wardrobe is generally made up of plain t-shirts in dark colors, black and grey cargo pants, and practical black leather combat boots. He always has his well-worn leather trench coat when he goes out.
Personality:
Sebastian has a very limited range of emotion. He was not psychologically damaged by the war- in fact, he quite enjoyed the challenge of battle. He simply doesn't like to expose himself. He has an intense distaste for weakness, so he doesn't allow himself to have any.
Despite his "addiction" to killing, Sebastian is quite a calm person. His dispassionate, callous expression very rarely changes, no matter the situation. The only time he ever gets a gleam of passion in his eyes is when he is on the "hunt", as he likes to call it. The more difficult the target, the more alive he is.
Seb is a man of action, not of words. He rarely speaks more than a few words at a time unless it is absolutely necessary. However, he manages to convey his thoughts through simple actions.
History:
Sebastian was born in London to a fairly average family. His father, Augustus Moran, was respectable but not terribly wealthy. He grew up fully aware that he had more of a bloodlust than children were supposed to have. He attempted to keep this fact from his parents, not because he cared what they thought of him, but because he didn't want them to try to "fix" him. He knew that there was nothing wrong with him, at least nothing he'd want to change.
When he was thirteen, Seb's parents sent him to Eton College, where he stayed until he was eighteen. There wasn't a terribly rough crowd at such a respectable school, but Seb hung out with the roughest he could find. He easily became leader of his little gang because he was the most confident and capable among them when it came to roaming the streets.
Seb killed a human for the first time when he was nineteen, a student at Oxford. He was going to mug a man in an alley, because he was bored, and it went bad. He didn't mean to kill the man, but it wasn't particularly shocking or horrifying to him when he did. Of course the police never found out who murdered him. It was a crime of opportunity, which is always difficult to trace, and when Seb wanted to be overlooked he was quite good at it.
After he murdered his first person, he couldn't get it out of his head. It had been exhilarating. He decided he needed a legal outlet for his "special talent", so he joined the military. In Afghanistan he quickly achieved the rank of Colonel with his precision kills and clear head. He was deadly on the battlefield. The only time he was ever wounded himself was when he was forced to wrestle an angry tiger in the jungle. He came away with scars on his face, chest, and shoulders from the claws, but he still managed to bring the wounded tiger to its death.
For reasons unclear to most people, Sebastian was forced out of military duty. There were rumors going around that Sebastian the Man-eater (a nickname earned both from his viciousness in battle and his fight against the man-eating tiger) was so bloodthirsty he killed people on his own team when there were no battles. The truth is the people on his own side were becoming so frightened of him that they spread those rumors to the higher-ups to get him evicted.
After he left the military, Sebastian spent most of his time drinking, gambling, and shooting pigeons. He thought he would waste away in a bottle until Jim Moriarty found him and offered him service.
Working with Jim was probably the best thing that ever happened to Seb. He was able to perform his duties and use his talents without feeling like the craziest person around. Much to his personal disdain, he found himself getting attached to Jim. They seemed to agree on the state of the world on a pretty basic level, even though they were completely different on the outside. Although he would not admit it on pain of death, he was genuinely afraid when he thought Jim had died on the rooftop of St. Bart’s. However, he was able to rejoin his service once he discovered his frien- acquaintance. Boss. Was alive.
Anything else:
All the information I gave was either from book canon or my own head canon, so if there is anything I should change, particularly in relation to Jim, please let me know.
Also, if you think it's too heavy or explicit for the board I'd be happy to tone it down... I just think it's hard to be entirely "safe" with a character like Sebastian. It should be easier in the actual roleplay though.

It was when the predators came out to hunt. It was when he too, preferred to hunt. He didn't use his victims for meat, but they were no less vital to his survival. There was something about the smell of blood that always calmed his mind. Seb had always enjoyed the feeling of taking a life. It had escalated from small animals as a child to very human victims as an adult. It wasn't the power he craved, as people seemed to think about murderers. On the contrary, he always thought of death as a very commonplace event. He would never claim to have power over life and death. People died. In fact, that was the only inevitability in life. He just sped the process along, some. What Sebastian really enjoyed about killing wasn't the actual death. It was the thrill of the chase. It infected his normally impassive mind, and gave him a rush unlike any other.
He sometimes wondered if he would have done better as an animal. They were all predators. Human predators were not accepted nearly as well. However, in time, Sebastian had found his own circles in which to roam, where his talents could be fully appreciated.
Sebastian shifted his weight, refocusing on his target. He did not smile, or give any sign of satisfaction, but his eyes narrowed and glittered as he pulled the trigger.
